National Indentity Card For Overseas Pakistanis (NICOP)

NICOP is mandatory for all individuals who fall in the following categories:NICOP Application form for overseas pakistani

  1. All dual nationality holders.Landed immigrants.
  2. Persons residing abroad for more than six months.
  3. Children under the age of 18 years.


Application Form

  1. Please fill in the form in BLACK INK and clearly print or type only in CAPITAL letters. A lock may be left empty wherever a word ends and a new word begins in the same line.
  2. Completely filled in application submitted by the applicant personally or through registered / Courier Mail (Note: Applicants sending their documents through mail should invariably enclose a pre-paid, self-addressed envelope).
  3. Application must be attested by CNIC / NICOP holder. Parents, brother and sister can not attest the form.
  4. Present Address in the form indicates address in New Zealand.
  5. Permanent Address in the form indicates address in Pakistan
  6. Applicant must put left thumb impression using black thumb pad and signature on the form.

Two Passport Size Coloured Photograph (Please check photograph specification page)

  • Two coloured passport size photograph, taken within past three months.

Supporting Documents

  1. Photocopy of National Identity Card (NIC) / CNIC.
  2. Photocopies of Pakistani Passport's first four (4) pages or New Zealand Passport.
  3. For married women holding NIC in maiden name, photocopy of husband's NIC & marriage certificate.
  4. Photocopy of foreign passport / PR Card / landing paper / Citizenship Card.
  5. Photocopies of parents National Identity Cards for those who do not have their own NIC.

NICOP for Children under 18 year:


  1. Completely filled in NICOP form.
  2. Photocopy of RG (II) form or CRC issued by NADRA.
  3. Photocopies of Pakistan or New Zealand Passport.
  4. Photocopies of Parents National Identity Cards.
  5. Photocopy of Citizenship / PR card for foreign nationals and birth certificate of children born in New Zealand.
  6. Parents have to write names of children who can not sign the form.
  7. Children must put left thumb impression using black thumb pad on the form.


Foregoing in view, the authority has approved the processing fee for Fresh / Modification / Duplicate / Reprint / Cancellation of NICs/CNICs/NICOPs/POCs as per following categories / fee structure:

  • Fee for fresh NICOP:

    • NZ $56 or Equivalent thereof.  [ This fee excludes postal delivery charges, which will be US$10/ or equivalent]

  • Modification, Duplicate and Reprint NICOP Fee:

    • NZ $65 or Equivalent thereof.

  • Cancellation of NICOP Fee:

    • NZ $148 or Equivalent thereof.

  • Pakistan Origin Card (POC)
    • The scheme for issuance of Pakistan Origin Card to eligible foreigners of Pakistan Origin was launched in 2002. Basic condition/ requirement for applying POC is that the applicant should have a Pakistani origin. The foreigners who had been citizen of Pakistan at any time of their life, their children/ grand children and foreign spouses of Pakistani citizens/origins can be entitled for POC cards. Moreover, family members of said foreigners can also be eligible to obtain POCs.
    • POC card has numerous benefits as compared to Pakistani visa. It not only gives unlimited visa-free entries and indefinite stay in Pakistan but also right to purchase, sell, own, deal with and dispose of moveable and immovable property anywhere in Pakistan. A card holder has right to open and operate the bank accounts in Pakistan.

  • Fee for fresh POC

    • Below 18 years:

      • NZ $65 or Equivalent thereof.

    • Above 18 years:

      • NZ $125 or Equivalent thereof.

  • Modification, Duplicate and Reprint POC Fee

    • Below 18 years:

      • NZ $100 or Equivalent thereof.

    • Above 18 years:

      • NZ $185 or Equivalent thereof.

  • Cancellation of POC Fee:

    • NZ $247 or Equivalent thereof.

Note: NICOP will be issued by NADRA in Pakistan. On receipt by the Mission, card will be mailed to the applicant's mailing address.

Cancellation of NIC/CNIC/NICOP Respecting Expatriates – Renouncing  Nationality an Enhancement in NICOP/POC (Modification, Duplicate & Reprint) Cases Processing Fee.
NADRA is receiving large number NICS/CNICS/NICOPs for cancellation through Directorate General of Immigration & Passports as well as from Embassies / Pak. Missions abroad respecting Pakistanis renunciating their nationality. Lot of efforts, resources and time is consumed on cancellation of such NICs/CNICs/NICOPs through the existing system as well as by deputing extra manpower which is not only putting extra pressure on the already depleting resources but also resulting into disruption of normal processing of CNIC/NICOP/POC to Pakistani nationals – prime responsibility of NADRA. Therefore, in the light of land rules, processing fee on such cases is required to be charged from the concerned applicants. Accordingly, to complete documentation in speedy manner with extra efforts / resources, processing fee of Modification / Duplicate / Reprint of NICOP/POCs cases has been made applicable for implementation.

Machine Readable Passports (MRPs) Facility at Canberra

Machine Readable Passport (MRP), facility has become available at the Pakistan High Commission, Canberra (Australia). MRPs are a new version of electronic passports which replace old manual (handwritten) passports. The validity of an MRP is for a period of 10 years.  It may please be noted that personal presence for biometrics, photo and data entry, at the time of launching an MRP application is compulsory.

Some Governments have made MRPs, compulsory for issuance of visas to their respective countries. The Pakistan High Commission at Wellington, at present, does not have the facility to issue MRPs.  All those Pakistan passport holders, intending to go on visits to a country/countries, which have made MRPs mandatory, are advised to get their manual passports replaced by a MRP, either from the Pakistan High Commission at Canberra or from any of the following Pakistan Mission’s having MRP facilities.

MRP facility besides Pakistan also exists in Pakistan’s Mission at London, Frankfurt, Ottawa, Toronto, Rome, New York, Los Angeles, Oslo, Abu Dhabi, Dubai, Riyadh, Jeddah, New Delhi, Muscat, Paris, Doha, Kuwait and Bahrain.
